In meeting all the extraordinary demands resulting from the Civil War he displayed great energy and resourcefulness, and was active in thwarting the schemes of the secessionists in the neighbouring state of Kentucky, and of the Knights of the Golden Circle, the Order of American Knights, and the Sons of Liberty (secret societies of Southern sympathizers and other opponents of the war) in Indiana.

In the national elections of 1860 Virginia returned a majority of unionist electors as against the secession candidates, Breckinridge and Lane, many of the large planters voting for the continuance of the Union, and many of the smaller slave-owners supporting the secessionists.

Then the secessionists and Union men of 1861 united and regained control.

It was won by the unconditionalunion men, but a smaller arsenal at Liberty was seized by the Secessionists.

In 1862 the convention rejected the President's suggestion of gradual emancipation, disfranchised Secessionists, and prepared a strong oath of allegiance.

The Liberals were those who thought unjust the proscriptionary legislation passed against the Secessionists and Democrats; and to this issue of local politics were added the issues of national reform which the course of President Grant's administration had forced upon his party.

On Lyon's refusal to accede to the Secessionists' proposal that the state should be neutral, hostilities opened in earnest, and Lyon, having cleared Missouri of small hostile bands in the central part of the state, turned to the southern districts, where a Confederate army was advancing from the Arkansas border.

These contradictory signals both gave the green light to Belgrade to reject secession and encouraged the secessionists to go ahead with their plans.

With equal blindness the Secessionists favoured, and the Republicans opposed, the calling of a special state convention to decide the issue of secession.
